Highway Safety Manual
The purpose of the Highway Safety Manual (HSM) is to provide practitioners with the best factual information and tools to facilitate roadway design and operational decisions based on explicit consideration on their safety consequences. The first edition of the HSM was published in spring 2010.

The HSM Knowledge Base forms the foundation for the contents of each chapter of Part D of the First Edition of the Highway Safety Manual. CMFs from this Knowledge Base were included in the CMF Clearinghouse.
